Planning and Entitlements

The Planning Department at Hunsaker and Associates Irvine, Inc. includes Land Planning, covering concept through Tentative Tract Map preparation, as well as Entitlement Processing services.

Our Land Planning team includes professionals skilled in concept visualization, CAD design, earthwork analysis, support exhibit production, and 3D visualization.

Our Entitlements team works with land use, zoning, and regulatory processes to help clients navigate the complexities of property development. They coordinate with government agencies, prepare and review permit applications, manage public hearings, and ensure compliance with local, state, and federal regulations. These roles often require strong communication skills, attention to detail, and a deep understanding of urban planning, environmental impact, and community development.

Comprehensive Engineering

The Engineering Department at Hunsaker and Associates Irvine, Inc. provides civil engineering services for Subdivision Engineering as well as Capital Improvements Projects (Public Works).

The Engineering Department at H&A includes several specialized teams that can take a design from the planning stage through approved plans. Their expertise includes grading design, infrastructure design (including roadways, dry utilities, and wet utilities), storm drain and drainage design, hydrology and hydraulics studies, water quality engineering and NPDES compliance, traffic engineering, hillside grading, retaining wall design, quantity and cost estimates, and plan and permit processing.

Surveying and Mapping

The Survey and Mapping Department at Hunsaker and Associates Irvine, Inc. is responsible for accurately measuring and mapping land features, boundaries, and property lines using both traditional and advanced technologies such as drones and GPS. Our team’s work involves preparing and interpreting legal descriptions, conducting field surveys, boundary surveys, and topographic mapping, as well as providing essential data for construction staking and aerial control. Our department ensures that all surveys meet legal and regulatory standards and provides clients with comprehensive, precise documentation for land development, engineering, and property transactions.

Stormwater Quality Specialist (In Irvine Office)

Hunsaker & Associates, an established planning, civil engineering, and surveying firm has opportunities in our Irvine, California office. We are seeking a Stormwater Quality Specialist to join our team in Irvine, CA! This is an opportunity to work as part of the H&A Stormwater Quality Department. Prepare water quality management plans (WQMP), storm water pollution prevention plans (SWPPP), supporting civil engineers with water quality management solutions.

Responsibilities/Duties:

  • Prepare Water Quality Management Plans (WQMPs) and Stormwater Pollution Prevention Plans (SWPPPs).
  • Research water quality technical guidance documents.
  • Read, understand, and interpret hydrology studies and storm water system design.
  • Prepare BMP calculations.
  • Working knowledge of temporary and post development Best Management Practices (BMPs)
  • Understand subdivision design and preliminary grading design.
  • Able to do field work; conducting QSP inspections and water quality sampling
  • Respond to comments from City plan review.

Minimum Qualifications:

Candidate should have the following qualifications:

  • Qualified individuals with 1-5 years of experience preparing WQMP and SWPPP documents.
  • QSD/QSP certifications a plus.
  • Intermediate AutoCAD experience
  • Working knowledge of MS4/Technical Guidance Documents in Orange, Los Angeles, Riverside, and San Bernardino counties.
  • Hold a university degree in engineering, urban planning or environmental studies.
  • Excellent verbal and written communication skills.
  • Interests in environmental planning through water quality management.
  • Provide other services as requested by project management.

Planner – Entitlements (Irvine Office)

Planning position to assist with land development entitlement projects that range from one acre to 1,500 acres. The right candidate for this position is a team player, with great initiative, organizational skills, time management, computer & communication skills, who will embrace H&A’s company business values.

Responsibilities/Duties

  • Position will support senior staff. Position will work in an integral role with project teams and will interface with public agencies (City, County, Regional), consultants, and clients.
  • Serve as liaison between H&A senior staff and project teams. Ability to interface with subject matter experts in diverse AEC, Real Estate, and Environmental fields.
  • Research municipal codes and applications. Assemble and prepare applications for land development projects. Write project descriptions and respond to questions on application forms.
  • Access municipal resources and contact government staff to obtain project related information.
  • Assist with coordinating entitlement tasks. Able to read and understand plans from engineers and architects.
  • Attend and record meetings (prepare notes). Respond to requests for information (RFI).
  • Coordinating, assisting, and/or managing meetings and calendars for senior staff and project teams.
  • Assist in the preparation of due diligence reports or related documents. As needed, prepare graphics with assistance from others.
  • Assist in responding to city comments either in written or spreadsheet format.
  • Assist in planning & organizing projects.
  • Work in office. Flexibility to work more than 40 hours per week when necessary.
  • Provide other services as requested by project management.

Minimum Qualifications

  • Master’s or bachelor’s Degree in progress or graduated.
  • Some experience as an intern in a private or public entity, experience in municipality, civil engineering or urban planning firm, or with developer/home builder.
  • Some knowledge/experience with AutoCAD, Photoshop, InDesign, Illustrator, PowerPoint, Sketchup or similar software a plus.
  • Excellent written & verbal communication skills required. Must have intermediate to advanced skills with MS Office Suite including Microsoft Project, Word & Excel with an emphasis on complex Excel spreadsheet capabilities.
  • Experience in interpreting City or County municipal codes. Familiar with Subdivision Map Act and mapping processes a plus.
  • Must have time management skills for deadline-driven functions & ability to handle multiple tasks at one time.
  • Ability to work under pressure with challenging deadlines.

PLANNER – DESIGNER (AUTOCAD) IN IRVINE AND RIVERSIDE OFFICES

Hunsaker & Associates, an established planning, civil engineering, and surveying firm, has opportunities in our Irvine, Riverside, and Los Angeles, California offices for a Planner – Designer with  AutoCAD experience, preferably in land development/subdivision design. Specialize in Urban and Master Plan Subdivision Design with knowledge of civil infrastructure.

Responsibilities/Duties:

  • Prepare site plans, plotting exhibits, and grading studies as needed.
  • Prepare conceptual grading plans for small and large development projects.
  • Prepare tentative tract maps and tentative parcel maps.
  • Prepare presentation and civil engineering exhibits for application submittals and public hearings.
  • Assist with project coordination.
  • Research codes and standards for residential subdivision design or commercial development.
  • Provide other services as requested by project management.
  • Work in the office. Flexibility to work more than 40 hours per week when necessary.

Minimum Qualifications:

  • Master’s or bachelor’s Degree in progress or graduated.
  • Planner – Designer (AutoCAD) should have proven experience in plotting residential products on conceptual site plans and must be proficient in AutoCAD.
  • An understanding of grading fundamentals and street design layouts for site planning purposes. Knowledge of Microsoft Excel, Photoshop, InDesign, Illustrator, PowerPoint, SketchUp, or similar software.
  • Can read, understand, and interpret municipal Zoning Codes.
  • Prefer experience in tentative tract map production and knowledge of civil design standards to prepare maps in Orange, Riverside, San Bernardino, and Los Angeles Counties.
  • Should have a minimum of 1 year of experience in one of these categories: preparing site plans, plotting exhibits, grading studies, and preparing a tentative map.
  • Experience desired, not required.
    • Earthwork and Cut/Fill.
    • Hillside grading.
    • Slope analysis.
    • Civil engineering knowledge with any of the following: rough grading, precise grading, road, sewer, water, storm drain designs, plan and profiles
