The most inspiring leaders are those who can motivate their teams to succeed. Throughout its history, Hunsaker & Associates Irvine, Inc. has been fortunate to have an inspirational succession of home-grown leadership.  At H&A, teamwork is our number one key to success.  Since each principal is actively involved with current company projects and workflow, communication between team members and principal management is aligned.

In 2009, Richard Hunsaker retired from H&A and turned over the leadership of the company to Doug Staley, PE.  Today, Hunsaker & Associates Irvine, Inc. is led by 6 partners (Fred Graylee, Bradley Hay, Kamal Karam, Doug Staley, Jonathan Petke, and Ted Frattone).  They lead the company, manage their specific project teams and provide company-wide support for all of H&A’s current projects.  

With more than 40 years of experience in civil engineering and land planning, Richard Hunsaker was highly respected and considered to be a leader in the Southern California Building Industry.  His legacy lives on in the company he established and the integrity and values he instilled in his team.  It is present in every H&A team member, beginning with the leadership.

Our Team

H&A has a staff of over 190 professional engineers, planners, surveyors, and administrative and technical support personnel. Our strength lies in our company’s vast experience and history, multi-disciplined approach, and versatility. H&A’s personnel includes planners and engineers who prepare projects from preliminary concept to final improvement plans, and an accomplished team of experienced and licensed land surveyors. Our project managers are skilled in all engineering and planning/production functions, with the art of moving a project through its various stages to completion. Eighty-five percent of our staff are dedicated to providing planning, engineering, and surveying services to our clients in Orange County, Los Angeles County, and the Inland Empire.

Doug Staley, PE

Subdivision and Infrastructure Engineering – Surveying (Irvine Office) / President, Hunsaker & Associates Irvine, Inc.

As President of Hunsaker & Associates, Mr. Staley divides his time between managing projects and overseeing company operations. He began his career in the civil engineering industry in 1977 and has provided professional project management services for a wide range of land development projects, including master-planned communities, residential, golf and resort, commercial and industrial, retail and entertainment, park and recreational facilities, school sites, public works infrastructure, and specialized-use facilities. Mr. Staley has been with Hunsaker & Associates since 1980.

Some of Doug’s past projects include Vista del Verde, Yorba Linda, County of Orange, CA; Amalfi Hills, Yorba Linda, CA; and Pacifica San Juan, San Juan Capistrano, CA. Mr. Staley is currently the project engineer/manager for The Porter Ranch Master Planned Community in Los Angeles, CA.

Kamal Karam

Subdivision and Infrastructure Engineering (Irvine Office) / Executive Vice President-Principal, Hunsaker & Associates Irvine, Inc.

Mr. Karam has worked in the Civil Engineering/Land Development industry in Southern California since 1985. As Vice President of Hunsaker & Associates, Irvine, Inc., Mr. Karam divides his time between managing projects and overseeing company operations. He supervises a staff of engineers, designers, and draftsmen, as well as a team of government relations experts, for the preparation and processing of all final engineering drawings, including final maps. He has been with Hunsaker & Associates since 1987.

Some of Kamal’s past projects include: Amerige Heights, Fullerton, CA; Wagon Wheel Canyon, Coto de Caza, CA; and Platinum Triangle “A-Town,” Anaheim, CA. He is currently responsible for the ultimate design of several major subdivision projects within Orange, Riverside, and Los Angeles counties, including Newhall Ranch/FivePointValencia® development in Valencia, CA, and the Great Park Neighborhoods of Pavilion Park, Beacon Park, Parasol Park, Cadence Park, Novel Park, Rise, and Solis Park.

Fred Graylee, PE

Subdivision and Infrastructure Engineering (Irvine Office) / Principal, Hunsaker & Associates Irvine, Inc.

Mr. Graylee has worked in civil engineering since 1982. He has been with Hunsaker & Associates since 1989, bringing expertise in subdivision planning and engineering, as well as in commercial, industrial, golf/resort, and recreation development. Mr. Graylee also specializes in infrastructure design for streets, storm drains, sewers, and water improvements.

Fred has managed many of our notable large-scale Master Planned Community projects, including Crystal Cove Master Plan Community, Newport Coast, CA; Ladera Ranch Master Plan Community, South Orange County, CA; Parkside Estates, Huntington Beach, CA; and The Villages of Sendero, Esencia, and Rienda in Rancho Mission Viejo, CA.

Bradley Hay

Planning – Engineering – Surveying (Inland Empire Office) / Principal, Hunsaker & Associates Irvine, Inc.

Bradley Hay has been with H&A since 1987 and has served as Principal-in-Charge of the Riverside and Temecula offices since 1995. He has an extensive background in professional land planning and engineering, including due diligence, EIR support, Specific Plan preparation, project management, design, and engineering of residential, golf course, and commercial projects, as well as all related governmental processing. As our liaison to the Inland Empire, Mr. Hay has been responsible for the design and management of many of our large-scale, master-planned communities and commercial projects throughout the Inland Empire.

Some of Brad’s projects include Spencer’s Crossing, County of Riverside, Menifee Valley, City of Menifee, CA; Majestic Hills, City of Hesperia, CA; Redhawk, County of Riverside, Pelter’s/ Palomar /Ponte Wineries /Carter Estates and South Coast Hotels, County of Riverside; and Lake Hills, County of Riverside, CA.

Jonathan Petke, PE

Subdivision and Infrastructure Engineering (Irvine Office) / Principal, Hunsaker & Associates Irvine, Inc.

Mr. Petke is currently the Principal-in-Charge of Subdivision Engineering for Hunsaker & Associates Irvine, Inc. Jonathan has been with H&A since 1999. He has over 29 years of experience in project management, civil engineering design, hillside grading, and infrastructure improvement engineering, including street design, public agency plan processing, construction support, and work on endangered species habitat, including mitigation design and implementation. He has also obtained encroachment permits for storm drains and utilities within the Public Right-of-Way in various jurisdictions in Southern California. He is highly knowledgeable about Federal, State, and local regulations and has expertise in environmental mitigation strategies.

Some of Jonathan’s projects include: Vista del Verde Master Planned Community/Black Gold Golf Course, Yorba Linda, CA; Mission Village Master Plan, Newhall Ranch, CA; Porter Ranch Project, Porter Ranch, CA; Dos Lagos Project, Corona, CA; Crean Lutheran High School, Irvine, CA; and The Mission Inn Hotel Project, San Juan Capistrano, CA.

Ted Frattone

Planning and Entitlements (Irvine Office) / Principal, Hunsaker & Associates Irvine, Inc.

Over the past 24 years, Mr. Frattone has been extensively involved in the planning and entitlement stages of numerous significant developments in Orange, Riverside, Los Angeles, and San Diego Counties, as well as in other discretionary reviews, including general plan amendments, zone change applications, site development permits, area plans, use permits, and condominium conversions. His knowledge of and interpretation of zoning regulations and general plan policies have helped facilitate the review of several projects. Through his participation in environmentally sensitive projects, Mr. Frattone has gained valuable experience working with regulatory agencies such as the Army Corps of Engineers, the California Department of Fish and Wildlife, the United States Fish and Wildlife Service, the Regional Water Quality Control Board, and the California Coastal Commission.
